Depends on the circumstance, if they think your using GIFT to circumvent tax you most definately will. Also in many states its only legal to gift a car to a direct relative (ie someone with the same last name). Frequently you're better off to go for like half NADA and if they say something say its been hit and needs a lot of work.

That may depend on the state. Some states require you to pay the property taxes when you register it. Call the DMV and ask them they will tell you what taxes and how much it will be.

It depends on the state you live in, and also whether the car had been gifted prior. Most states allow only one "gift" on the record, otherwise, sales tax is due on the fair market value of the car.
