No. fudge is boiled up caramelised sugar and butter. Brownie has flour and eggs and raising agent etc and is baked. Brownie might be called 'chocolate fudge brownie' to imply that it is more rich and chocolaty than regular brownie

brownies are a cake type dessert...
fudge is melted candy reformed with sugar and cream and whatever else you want to put in it...
