These are 3 things my 1 1/2 year old loves, and will give you three ranges.
$10 board books, theres a number that just have photos of objects, like A-Z, then A will have a photo of an apple, an aardvark, etc Also the Little People lift the flap books -especially the farm one.
$20, Its a toy by playskool where balls shoot up in the air and go down some ramps. My almost 3 year old loves it too
$30 Richard Scarrys biggest book ever, big board book - amazon has it

Hope I can give you a few ideas: My son is 17 months and loves books. Especially books with dogs, babies, bright colors, animals, or trucks. You can't lose with books. When he turned one, his favorite toys were things he could push. He was already walking, and when they first start walking, they LOVE pushing things. He has a little shopping cart, a lawn mower, a truck to push, stuff like that. He also loved musical toys when he turned one. Anything that plays music is still a hit with him. And if the music isn't too annoying, it's a hit with me, too! As for clothes, I wish more people had gotten him 18 month stuff for over the summer. He was one in February, and a lot of people got him wither clothes. That sort of left us high and dry when warm weather rolled around. As for more practical stuff, my son started eating more and more table food around one year old, so baby spoons and forks, bowls, etc. are a good idea, too.

I'd get him a dvd or cd. Some popular ones are those Baby Einstein's or something from the Disney Channel.
There's a section at WalMart in the Toy Department where they sell DVD's for babies really cheap (and yes, I'm 100% sure it's in the Toy Dept.).

an AquaDoodle Thomas The Tank Engine mat.
they get to draw on it and it doesn't make a mess! plus they are much softer than a MagnaDoodle so it is more ideal for a younger child.
you can find them at Toys R Us
