Yes that is normal. Everyone has to pay taxes, SS and medicare. Medicare is the federally funded health insurance program for seniors (and others). Benefits through your employer are different -- they are arranged with a private insurance company and your employer or you pay the bill.

Yes, the medicare tax coming out of your paycheck is federally mandated and intended to pay for medicare when you retire. It works the same way as the social security tax coming out of your check. The rate is 1.45% if you are employed, and twice that if you are self-employed. (Your employer pays half when you are an employee).

Yes, everyone pays social security and medicare out of their paycheck. You pay half and your employer has to pay the other half. if you are self-employed, then you have to pay the entire thing.
