You just need to know some people who know some people they don't cost much.
There are about 40 "strays" from various ports of call around the world. You just gotta find out where they are and how much there willing to sell them for.
Remember most of these "rebels" quite literally don't have "a pot to pee in" as my darling ole ma used to say :-)
I reckon ranging from a few hundred thousand up to about a couple of mill.
(my bet would be on the guys in the Afghani Badlands. They'll do anything for a bob or two)
But if you actually want to make one you need to enrich plutonium and trust me there's NO WAY you or anyone else here has the money, know-how or permission (governments tend to get a bit shirty about that sort of thing) to be able to even make the attempt.
Do yourself a favour just buy one.

Using these last two paragraphs, the average is about $3,285,902 each, taking into account some with as little as .3 kiloton yield up to the 500k strategic bombs.

I would say there are very few countries that can sustain making nuclear weapons for extended periods of time. They would cost all your body parts, your life savings, your wife, your kids, your house, your car, everything else you own, and you would still need a loan from every bank in the world lol. Not to mention it would cost you your life. Jack Bauer will come and rape your butt once he hears about you making a nuke.
By the way, there is no USSR anymore. It's just Russia, and whatever smaller countries there are.
