you mean a driver's license? .. You do not need a driver's license to purchase a car. You must simply be old enough to be considered as a legal adult by your state.

If you mean a car without a license. Again, this may vary from state to state, but you do not need a license (plate) to own a car (In california at least). You DO need that plate if you want to drive it on public streets. (and, of course you need insurance to get that plate).
