this guy had a very hard time getting over a girl he's never really gone out with, he told another girl that when he got over the other girl they'd hook up...

It's been two years and he still isn't over her. He is either lying to spare the girls feelings, or he is in big trouble with his ex.
Either way, it sounds like he needs help.
If I were a girl, thinking of dating him, I would avoid him totally.
He's just not good dating material.
