would Photoshop be the wrong thing to use?

Photoshop wouldn't be a good choice because that's for working with images. A better choice would be MS Publisher, OpenOffice's Draw, or something similar that allows you to manipulate both text and images.

Use Photoshop to get the pictures looking nice and sized correctly ... then use a Publisher-type program to get everything together and ready to send out. My two cents, hope that helps.

I like to work with graphics so I use Word
Page Setup: landscape
format the newsletter for 3 columns

With graphics, text boxes, Wordart + your imagination - you can create a newsletter.

If you want some help, go to:
http://office.microsoft.com/en-us/help/default.aspx

click "templates" and look for a newsletter.

(It's much more fun to create your own.)
