mild retardation isn't something that will limit a person as much as in the past. they can drive cars and have jobs and families like anyone else. usually they are diagnosed while in school. usually early in elementary school, like first or second grade.

It depends on the individual. Many people with a developmental disorder are able to function and live their life with little to no extra help. PS: It is preferred to us the term "developmentally disabled".

usually a person is born this way and doesn't know any different=to them they are normal
