it depends on the bar, but for the most part, no. It's too much hassle for the bartender to have to check everyone's IDs, they prefer everyone in the bar to be over 21. There are some clubs or bars that have 18 or 19+ nights where everyone over 21 gets a wristband so they can drink.

The probably have hours when you are alloiwed as long as your are accompanied by an adult, and then after a certain time (maybe like 9 or 10), you must be 21 or older to enter.

If you go in during the day and they serve food they may let you stay and eat, but not drink.
If you try to go in after working hours, they wont let you in.
