I haven't been doing this routine long at all, so it's not that my body adapted. I also completely maxed out that day so it can't be that I didn't work hard enough.

Also, can my muscles still be growing sufficiently even if I'm not sore? If not, how can I change this?

don't judge a training routine by the amount of soreness that occurs. training should be evaluated over a period of time for increases in strength or endurance, soreness is not an indicator for either.

soreness usually comes when you training for hypertrophy which usually is reps in the 70-85% range of your one rep max but actually maxing out 9 times out of 10 is not going to get you sore because you are exercising in the range of 100% of your 1 rep max

I don't think you worked hard enough... even though you say you did. Were your muscles like jello after the work out? If not, then you didn't really max out.

If you did stretches after you worked out, it helps lessen the pain from working out.

You might not be creating enough resistance.
