First bleach it and then put the streaks in it. You have to bleach it and then leave it for a week before putting on another base color or highlight.

Color does not remove color, so you can't just die it another color. Was the black color permanent? The only way to get it out then is bleach. Unfortunately it's really easy to reck your hair with bleach!!! That's why corrective color is so expensive which is what you are trying to do. If you just want highlights which will make you hair have an all over slightly lighter appearance then you will either need to get a cap and bleach or foils and bleach. The caps are kinda easy if you have help and neither of you know what you are doing, but as for foils you should probably go in and have it done. Honestly it will probably save you money in the long run!! Oh yeah and if it was henna die, then you can't use bleach because they have a bad chemical reaction!! Hope this helps good luck!!

Using Head and Shoulders shampoo and conditioners are (un official) colour strippers so they will gradually lighten your hair quite a bit. That worked for me after a while, but it will NOT turn your hair blonde the closest you'll get would be a light brown. Then get a hairdresser to bleach your hair where you want the streaks and repeat every few weeks or so.
Hope this helped!

Well, since your hair is dyed black you can't just go blonde because that will FRY your hair. Your hair will be extreamly damaged. Gradually go a shade lighter until you reach your desired color.
