I know someone who has been the same weight(130Lbs) for 10 yrs now, and would really like to gain some weight. Friends and relatives have told him that he probably just have a very HIGH metabolism rate and that when it slows down thats when the pounds will start kicking in. In the meantime he can eat 4 tubs of icecream, cheesecake and anything else that will make most people blow up like a balloon and not gain one pound. So what's the best way to gain weight fast for someone like this?

he needs some muscle. my suggestion is get himself to the gym. no cardio, just lifting. not only that but get him on some supplements. i'd say some no2 stuff, gets the blood flowing in his veins as he lifts, pumps him up faster. then just as soon as getting home from the gym, knock back some cell mass supplements, he won't have a chance to let his muscles break down or lose weight, this stuff keeps it on. do this a couple of times a week, but still take the supplements, even when not working out. other than that, start loading up. bump it up to six medium sized meals daily. all of this gets expensive and time consuming, but if hes serious nothing is impossible. otherwise tell him to stick to the tubs of ice cream

Try making WHEY Protein shakes. You can make them at home.
1/2 cup of whey protein (any store has this)
2 cups milk or cream
handful of fruit (berries or strawberries or peaches)
1/4 cup sugar (raw)
1/4 tsp of Vanilla
ice cubes to fill a blender.
Blend for 3 min and serve right away.

This is the shake my sons friends have been doing for awhile to gain muscle. They are brothers and 6'8" tall and bone thin.
They eat everything in site and can never stop eatting or they lose weight. My poor son has to watch them eat fattening food all day when he is dieting. But they do these shakes twice a day and the muscles are more defined and they are adding some weight.
Also you can talk to the manager of a Heath Food Store. They have wonderours things they use.

Weight training helps a person build muscles and increase body weight. If he is a very active person, he should learn to relax, which will slow down his metabolic rate. They have drinks at Costco called "Ensure" my lil bro had the same problem, my mom bought him the drinks and he started to gain weight. It tricks your metabolism into actually consumeing more nutrients, thus resulting in weight gain, Go get them at COSTCO, you'll find em.

Ask 'em to do exercises like regular streching and take time gaps between each exercise and also not to walk very speedily. slow walking and some Indian Ayurvedic products will definitely help them put up weight.

i would recommend true mass which is a weght gaining supplement that you can purchase off of bodybuilding .com tastes great too i would also recommend weight training there is no better way to put on pounds than with heavy barbell training

He has to eat several times a day, small portions. (Several= 6 or 7)

well, i think it your metabolism some people metabolism burn faster then others,trust me most of my family members have high metabolism unlike me i have low metabolism.
