Some fancy/expensive ones from Italy or something might actually be "sun-dried", but most of them are commericially made. They are dried in a large vegetable dehydrator.

In central California, they're still sun dried. I've seen a couple documentaries on them. I remember being a bit weirded out by them leaving tomatoes right out there. But I'm sure other facilities do mass drying in ovens.

If they come from Italy, it's possible. There is a method for actually sun drying them that the Italian culture uses. Otherwise, there is a way to mimic the process, by cooking at a very low heat, for a very long time, in an oven.
