I am an Indian citizen, working in the US, on H1B status, but my H1B visa has ended. I plan on visiting Odessa, Ukraine. Can I apply for my H1B visa at the US Consulate in Odessa, Ukraine? Does that consular office entertain "third country" visa applications for visitors? May knowing someone in that consulate help? Thanks in advance for whoever has the right answer!

Of course, so are you. There is no US consulate in Odessa. The only place you can apply for a US visa in Ukraine is at the embassy in Kiev.

Most US consular sections will accept visa applications from anyone who shows up. A few - such as London - will not. You need to call the Call Center and ask if you may apply. If they say yes, then go ahead.

Knowing someone there is irrelevant. Policies can't be changed for individuals.

Unfortunately, the United States will not issue a 'third party' visa from its embassy for a foreign national who does not have an active visa with the US.

Since your H1B visa has expired, you do not have consular ties to the United States.

Your best bet would be to have the Indian consul issue the visa.
