I decided to put an Ampere meter on the neutral. One site reads 16AMPS, the other site reads 0 AMPS, should I be concerned. What needs to be done to correct the problem.

If you are talking about two different systems, then there is little cause for concern. One is balanced. The other is slightly out of balance and might benefit from shifting loads from one phase to another.

If you are describing a single system with different readings on the neutral wire, you have a ground fault and are depending on the ground wire or earth to complete your circuit. The short needs to be found and corrected to restore system integrity.
