Reading the Dec. 2002 by Biden and hagel, actually has it wrong in their prediction of the Northern Iraq, thats had No trouble at all! They actually claim it's more likely a decade after Saddam! there is not one word, sentence or paragraph in that report that clearly states they warned of insurgency coming in from Syria, Iran, or the mention of Al qedea So again you are not getting an answer to your question!! Because in reality No One predicted what we've faced. If so they'd be the media prince or princess for the past 4 years!

Your question is a red herring though. The real answer is that preemptive war is immoral. Iraq posed no threat to this country and had been effectively contained. That Iraq had WMD, the al-qaeda connection, and that we would be greeted with flowers and candies was nothing but bald faced lies by the Bush/Cheney administration, the neocons who supported it, and the media who failed in its journalistic duty to not fall prey to their propaganda. It's no wonder that this country is now fighting back against the occupation, as we never should have been there in the first place. Polls show that the military wants to leave the country and the public wants to leave the country.

Actually, the insurgency was predicted.
What was NOT predicted is the brutality or enormity of it. Nobody expected the Saddamite insurgents to target innocent fellow Iraqi Muslims and murder them in such numbers.
Why? you ask? Because there really is little or no precedence for it. Sure, the terrorist Marxist in Peru used to do it, but on such a significantly smaller scale that it isn't comparable. Same with Northern Ireland during the worst of the sectarian violence - nothing of the scale that we see in Iraq.

What needed to be done was what Bush did, what needs to be done now is a lot of butt kicking of the

Any such report would have been well hidden by now, plus it is common sense when a foreign nation invades a sovereign country there will be an insurgency....it's not like we were liberating the French from Nazi occupation.
