Should I sneak a nonchalant glance, be more overt about it or not look at all? Women, what do you think? Guys, what do you do when confronted with this? Sometimes if they are letting it hang out I check it out without being observed but other times I don't mind if the girl knows I am looking at them. What do you think?

Yes, it is ok to look, but be discreet about it ... don't do it so openly, or stare ....
The problem is: if she has chosen to wear something so low-cut or revealing, it really is on her ... (in other words, it is HER 'fault') ....so
there is no reason for YOU to be uncomfortable, and after you have had a good look at what she chooses to display, it is all done and then you can go on with your life ... the problems might start if she has a pretty tattoo on her chest and it is too alluring to ignore!... as I said, it is up to her and her discretion or her lack of it ....
and: she has no right to be annoyed at you ... if that is the way she chooses to dress, then she has to expect that people will look .... people are only human, after all ...
I have an acquaintance who almost always wears tank tops with very low necklines ... with a little jacket or blouse thrown on to keep her warm .... she expects you to look at her and admire her (she has a pretty, full chest), but she is very piqued if she CATCHES you looking at her!!! ... if she wears a turtle neck or something like that, you know that she is either cold that day or that she is a little under the weather .... she also wears short, tight skirts and high-heeled boots .... her hair is in total disarray .... the funny thing is: she is a very nice person!!! An absolute treasure! Is that not a strange situation? I think so! (lol !)

That's why sunglasses are one of the greatest investments a man can ever make. Women aren't typically as clueless as most of us would like to believe, so the odds are good that she (or someone else) noticed the quick and subtle glances that are never quick and rarely subtle.
But I also believe that women don't wear revealing clothing (low-cut top, short skirt) if they don't want to be noticed for what they reveal, so they shouldn't be particularly offended when guys take a glance. Otherwise, what would be the point? You don't spend time doing your hair, then wear a hat to cover it. If you wear revealing clothing, then you're trying to show off your body, and should not be insulted if someone looks or compliments on it, as long as it's not creepy or invasive.

I think if it bothers the girl to be checked out, she should not wear the shirt. If she wears a revealing top and then gets upset about being looked at, she's a hypocrite!

i think it's alright to look , after all why else would they dress like that except to get a little attention?so , show a little appreciation, smile and then look away, other wise you would be staring and staring would be rude, don't look as if that it's the last thing you've ever see or look as if your eyes are poping out and don't try looking up the skirt, it's socially unacceptable.
hey!! i 'm a guy and i think that some appreciation should be given for all the hard work that all you gals out that take to look good , but no snide remarks please - it's it's a real turn off.

I guess you can look quickly but don't stare, if a girl is wearing a shirt like that she obviously wants some attention. Just don't be a pig.

funny you should mention this. i just had a client come in, very beautiful young girl, with rather large breasts, and a very low cut shirt. i looked, the attorney that helped her looked, the other people that were involved in her case looked. if it's there, it is only human nature to take a peek.
just don't stare or start drooling.
if it's out there, you must look!

Does it make you feel quilty to LOOK? If you are a man, you are human and I can't fathom any man not looking. If you believe it's ok, then you don't need anyone's permission. I believe, though, a man or a woman should look at someones eyes first but what do I know?

I think it's perfectly fine to look. Afterall--what good reason do women have for wearing revealing clothing other than they want to be ogled? Seriously... I can think of none. However, these are the same women who will shoot you dirty looks or make snide comments to you. Personally, I don't like women like this.
