A person turning leftt must yield to oncoming traffic. As for me, I'll stop and wave the left-turner on so they can get out of the intersection.
MORE: If the guy turning right chaged his mind and went straight, hitting the left turn guy, then the one turning left would be at fault. The person crossing the opposing lane must yield.

The person turning right ALWAYS has the right of way. If there is no one turning right then it is the person that gets to the intersection first.

The left turning car has to yield to the right turning car. However, if the left turning car is in the intersection (on a red) the right turning car and all other vehicles must yield to it.

In most cases if the one turning leftis in the intersection, you have to allow a safe turn,, the rule on intersection turns are sometimes hard to inforce., If i was turning right i would stop and turn on the red if allowed at that intersection

The one that got there first, or the one turning right. that's a tough call. It could go either way, just be courteous and let the other guy go. Not worth an accident
