Its better in the morning, an hour before breakfast. Thats if you dont do heavy work which you'll get tied with during the day. I do that and am comfortable and lost 25kgs in 6 months (gradually). Avoid exercise immediately after eating. Give a break of 2hrs minimum.

Have a light snack before a workout like yogurt, a piece of fruit, bowl of cereal, string cheese...something so that you don't pass out from lack of food. But eat an actual meal after you work out - your metabolism will be raised then (and plus, it's rather difficult to workout on a full stomach).

Anytime is great. However exercise increases your metabolic rate not only while you exercise but for several hours afterwards, so exercising before a meal has its benefits.

If you work out before eating you burn twice as many calories. That's what my doctor said. When your body looks for fuel to burn it will start on fat stores unless you have something in your stomach.
