The "best" would probably have to be Photoshop.
Also: The gimp isn't a photo "Editing" program, it is more of a digital art creator.

I like Microsoft Picture It! Photo Standard 9. It has lots of easy to use tools and functions.

Photoshop CS without any doubt, but a far cheaper option is Serif Photoplus which is amost as good.

I don't know about "best", but the most "free" graphic editor out there is the Gimp. Google it, you'll probably like it.
