Because French has the female and male grammar this expression is used by a man calling a woman "my dear". If you are a woman you would say "mon cher" which means the same thing only this is correct grammar for speaking to a man.

Although this post is 7 years old it is still looked up(evidently), I felt compel to correct this answer as all these people got it wrong.

Ma chérie is translated to my darling, as My dear would translate to ma chère, which you would use with a friend that you value.
