To extract text from an image, you will need to use OCR software. OCR is an abbreviation of “Optical Character Recognition”. OCR software enables you to successfully extract the text from a scanned image (and not only) and convert it into an editable text document. The whole process is quite simple. First, scan the page using the “scan for OCR” option (all printer/scanner software has this option). After you scan the document, save the resulting image as a .TIFF file. Then, simply use any OCR software to convert it into editable text. You can find many OCR software available on the market today. However, most of them are commercial and very expensive. Sometimes, it just does not make much sense to spend so much money on it especially if you’d be using it once in a while.

I find a basic problem in your question and then the explanation you have given.
submit.gif is the name of an image file. If you need to extract just the text "submit" from it, it means that you have nothing to do with the images, you just have to get the filename without extension - you write your own scripts for that - else - if you are really looking for one, i can get it done for you. Let me know.

There are softwares (I have used) which can extract text from image.
They are called as picture to text softwares.
For instance they use it to get the text out of the image while scanning. Normally scanner CDs come with this software.
But u can get this Software on the web. But I'm not sure whether it'll work or not with .gif formats and further it is in a foreign language. Normally it works with english texts only.

The most Common ones I know of, and have used, is JAWS and WINDOW EYES. These are primarily for blind or Low vision Computer Users.
