Have to agree with the above posters in that if she has to ask someone else (you, her friend) whether she should or not, she is not ready.
If they have an "open" relationship, that generally means they are not committed to one another and free to see other partners. If your friend has never had sex, she certainly isn't ready to consider being part of an "open" relationship (which 99% of the time end horribly).
Another point is "Why buy the cow if you can get the milk for free?"...if your friend starts having sex with this guy and they are living in the same household, what would be his incentive to ever marry her he she will give up the sex without the true committment?

If she is not ready then she is not ready. It should be a natural progression. If they are that close to getting married and she isn't ready for sex then she probably isn't ready for marriage. I thought an open relationship meant thet you could have different partners.

To indulge in sex before marriage is unethical.

depends. does she think sex is wrong? does she want to do it?
no one ever should be talked into doing something they think is wrong. no one should let themselves be talked into doing something they do not want to do.
uh, sex can be, like, really cool, and fun. or---
