I don't have much experience with buying camera products, so I was wondering if (for filters) the more it costs, the better it is? Or in reverse, the cheaper it is, the crappier it is?

The filters in this kit are quality items. Hoya is a respected brand and the only difference between these filters and Hoya or B+W filters that cost +$50 each, is that the filters in this kit are not coated. I'm guessing that your 52mm diameter lens isn't pro quality, so why spend $50 per filter?
You SHOULD avoid cheap stuff however. Bargain filters by obscure brands can noticeably degrade your image quality.
If you want to save some money, ask yourself if you really need the warming filter. I personally only use a UV filter for lens protection and sometimes a CP filter on sunny days (to enhance the sky and reduce glare). If I were to buy a third filter, it would be an ND grad. All the rest I can achieve in Photoshop.
B&H is a good store, by the way. You could compare prices at BeachCamera, Adorama, and RitzCamera.

Yeah, these are good quality filters. I have the UV in place for protection and find that it doesn't really change the image at all. I use the polarizer on rare occasion, but nothing else will do what it does. (You CAN also use a polarizer as a neutral density filter.) I never used a warming filter and I don't even see one for sale except in this kit. I'd think about buying the other two filters individually. It would be less than the kit costs if you stick to the "basic" Hoya filters without multi-coating, etc. Not that there is anything WRONG with HMC filters, though, but they cost a lot more. (They are what I use...)

Hoya is a decent brand. So is Tiffen

Not sure about filter prices today, that price seems high.

Go to a camera store like Ritz and see how much individual UV and Polarizers costs.

The thing with filters is it doesn't matter until you get into brands that do COATINGS on them.

Not all companies COAT their filters.

It's worth more to spend money on Coated Filters

You know Pixie, this is a good question!
I would probably look into the maker first because there a so many copy cats now days. It makes it difficult for the consumer to pick.
As far as Camera's, I believe Nikon is probably the best so I would select one like Nikon then, I would try to find one that suits my budget.
Once you select the brand you want then, you need to look at it's quality. Keep this in mind, the more the pixels the better the quality in picture. but the less pictures you will be able to take. There are other brand name like Cannon that are good but watch out for the fly by nights/ I already learned my lesson.
Good luck! I am interested in what others have to say about this! Have a good day!

price does not always dictate quality although in several cases the reason the filter is costly is because of the features that go with it. do compare instead. be sure that the brands are the good ones.

I think Hoya is a good choice.
Your getting this from my favorite camera store. If you have more questions, you could give them a call and ask their opinion.

I would say your choice is worth it.
