There is NO WAY to remove your hair folicles permanently natural or not.
Your best bet can be electrolysis but these hurt quite a fair bit and you need to find the right person. What happens is that a thin wire is inserted into the pore itself and then the hair gets electrocuted. It needs to be done over some time and it costs a lot as only a small area is done each time. these however are quite outdated and it's hard to find anyone who does them anymore.
The next best thing is IPL. However, despite claims, these are not permanant. they are semi permanent. It normally lasts for around 5 years and they do not remove hair completely but makes it more sparse. What happens is that they flash high intensity light onto the spot and the hair being darker will absorb more heat. The heat destroys the bulb beneath your skin causing hair to be weaker or stop growing. There is a few problems however. It needs to be done by a professional specialist and is more suited for people with light skin tone and dark hair type. or else your skin will burn before your hair is removed. it also usually requires anything from 5 to 10 sessions depending on your hair type.
Waxing or sugaring is rather effective i feel. they remove the hair from the root and helps to exfoliate your skin. with frequent sessions, they help to make the hair become sparser and there is slower regrowth in between. you'll get numb to the pain soon. but do take note that some people do suffer from various degrees of ingrowns and this can be solve by taking care of your waxed area by keeping clean and wiping tend's solution if you happen to find any ingrowns. another thing is that you need to find a good waxer to do it for you. rip/burned skin is not pretty at all.
last but not least, there is shaving. quick, cheap and efficient. but can be a drag to shave everyday. these do not remove the hair from the root and when allowed to regrow tends to look as if it becomes thicker and coarser. this is however not true. it only appears so because when your shave, the hair is cut off at aa blunt angle and thus makingit look thicker.
There are other forms of hair removal such as using veet but i dont recomend these for people with sensitive skin. also, i've never personally use such products so i cannot comment on it but the principle works the same way as shaving i think. removing the surface hair.
HTHs.

There's no such thing as permanent hair removal. Hair growth has it's cycle. Plucking, shaving and using of depilatory creams will help but are just temporary. I would recommend hair laser removal or the so called IPL. Though it's kinda expensive but it will give you a permanent hair reduction. For lower legs price ranges from 40-100K, depending on the clinic where you're going. Should you decide to try this out better go to reputable clinics, better sure than sorry. I hope this helps.

I don't think there is a NATURAL way to remove your hair PERMANENTLY, just ways to get rid of them for a limited time. Your best bet is laser hair removal -- I've heard it's easy and the hair doesn't grow back. Have you looked into it? Otherwise, it's shaving and waxing. I wish there was some pill we could take and tell it to stop growing hair in certain places :)
