Try switching the whole lot off and start again.

While starting of the windows, Press Esc and Delete, and you will enter to many options, then it will ask for Normal mode or safe mode, then you can go to the safe mode.

Have you booted your computer into safe mode and tried restarting.

What have you changed recently in your computer, added a card, or a driver?

If not my computer always seem to have broken sound cards or modems when they dont work. You may have to "pluck and chuck" your computer till you get a set up that will allow you to start in normal mode.
