No, car insurance does not pay for traffic tickets. You car insurance rates will go up because of you getting traffic tickets.

If you continue to get traffic tickets, you will not have to worry about insurance, as you will have a suspended licence and will be unable to drive.

No, but there are "clubs" that you can join which essentially is ticket insurance, as that'll guarantee a ticket lawyer to represent you when the time comes.
