The cake has to be completely cool or your frosting will melt and run off your cake.

Cold b/c a hot cake will tend to melt the frosting a little. Also if you find that the knife, or what have you, that you are using to spread your frosting with is sticking to the cake & pull the cake up & not spreading then you should dip the knife in water every so often & for some reason that helps. I don't know why, but my mom swears by it & it works.

DO NOT FROST A HOT CAKE. The frosting, which usually has a lot of butter or other similar ingredient will melt when it hits the heat. Frosting a hot cake will just liquify your frosting and make a soupy mess on your cake.

cold, because if you put it on when its hot the frosting will get all mushy and slimy and it'll not hold in place on the cake. It's better cold because the frosting won't melt.

If you put icing on a cake while the cake is still hot, the top of the cake will crumble, stick to the icing and spatula, and make a lumpy mess. The icing will spread on smoothly if you let the cake cool first.

The best way to icing a cake is let the cake cool. Put your icing on the warm stove for a few min. Stir the icing and spread. The heat from the stove will make the icing easier to spread and will not pull on the cake as you are trying to spread it evenly.

Sometimes you put is on hot because it is supposed to soak into the cake.

Sometimes you put it on cold. It all depends on the recipe. If you are making Tres Leches cake you do both.
