Depends on the casino. Usually, they are technically allowed to choose the age, depending on a number of factors. However, some (such as Foxwoods) have "voluntarily" chosen 21 because it was the result of negotiations with the state of Connecticut.
If certain conditions are met the state can't really tell them what to do, but they can give certain license/tax/etc. incentives to try to get the age raised.

Most of the Indian casinos I've been to require you to be twenty-one. Some let you in at eighteen years old because they do not offer alcohol in the casino such as Chumash Casino in Santa Ynez, Ca. ( home to Michael Jackson's' Neverland and the wine country in the movie "Sideways".

The ones in Florida like the seminole Hard Rock near Ft. lauderdale is 18 but others that offer tables games like blackjack, roulette & craps are usually 21. I believe that each state is different.
