ring: It is an obligation for all who call themselves "Christian" to reach out to the needy and the poor, "as he or she is able".
Now; should Pastor Scott have the "calling" to continuously be ONLY be serving this need, is another question. God places people He draws to Himself through Jesus Christ, in various positions to serve the specific needs both, spiritually and physical of the church - hence "Pastor". There are also, other members within a church where the "other needs" of society can be addressed. Yes; God does desire that Christians be merciful, loving in action and demonstrating generosity to all humans where possible.

He didn't just TEACH it, He commanded it. Jesus says in the Bible, MORE than ONCE, that in order to get into Heaven you need to sell all you have and give to the poor. And no, He wasn't kidding, and no, it isn't open to interpretation, and yes, He meant EVERYBODY. He also said that a rich man has no better chance of getting into Heaven than a camel has to pass through the eye of a needle.
Of course, televangelists like M. Scott are going to ignore that little tidbit, (OK...maybe not "ignore', but BLATANTLY DISREGARD it) because they don't want to sell everything they own and give to the poor. They like being rich. Makes me think that they don't REALLY believe that Jesus is the incarnated God. I mean, come on... if you truly believed that GOD HIMSELF is telling you that you need to sell all your stuff and give to the poor or you're going to Hell, wouldn't you DO IT? I would think you would take that pretty seriously.

Absolutely. It is a God ordered duty that is morally, ethically and spiritually the right thing to do, helping those who are downtrodden. At a minimum, churches should open their doors and welcome the poor and down trodden lambs of God.
