I did the online thing and my refund would be 12$ but I don't want it. I would rather let them keep the 12$. Is it possible to be audited for this? Is it illegal to just let them keep the 12$?

The problem is, if you are paid on a W-2 and there is withholding, that withholding is paying your tax. If you do not file, the state may send you a letter demanding tax on all your income without crediting you for the withholding. Or, next year if you get a federal refund, the state could take the taxes due, when in fact you have already paid those taxes through your W-2.

You need to file to record that your withholding has in fact paid all tax due.

The law says you have to file, regardless of whether you get a refund or not.

Just send the money to one of the charities listed on the IL 1040.
You still have to submit the form.
