"fresh off the boat" or "fresh off the border" (referred to immigrants ).
Original meaning of this acronym is " free on board "(referred to terms for shipments)

only way ive ever heard the word used is in the fresh of the boat way... fresh over the boreder... foreigners on a bus... theres lots of uses for it but there all directed at immigrants as far as i know.
