If you have windows and go to control panel then to sound speech and other devices and last to text to speech

Yes its a speech program you can find it in control Panel then go to speech and type what you wanna hear in where it say "You have selected Microsoft Sam as the computer's default voice.``

Your PC likely has it already. Go to Control Panel ---> Speech.

your computer has one but it doesnt allow you to hit enter it's in the control panel go to speech
