Because the increase in average global temperature is increasing the temperature of the water and the air in the artic and antarctic regions and causing the ice caps to melt.

It is also causing most glaciers and the ice and snow on top of mountains to melt.

This releases billions of gallons of water into the oceans and so they have to rise.

It also has some harsh effects on the ocean currents that carry nutrients around the oceans which feeds many species and can even eventually disrupt the mechanisms which transport the heat of the sun around the planet and control weather patterns.

think about it this way
if you fill a glass half full with ice
then the rest with water up to the top
and let it melt
how much has spilled?
none
there will be space between the water and the top of the glass
so if the ice melts (which wil lnot happen as gore says) us in FLA gain real estate
