The International Criminal Court has trials for cases, but has it EVER reached a verdict, and actually punished an individual or group for crimes committed?

Actually, it doesn't even have trials for cases yet. It's first trial will be former Liberian president Charles Taylor, which is supposed to start this year. The Chief Prosecutor rejects a lot of the investigations, and it's hard to arrest people from so far away. You can't try someone you can't bring to court.

Possibly but it wouldn't matter. Their verdicts are just a form of pressure from an opposing group of countries and they have no power of enforcement. There is and cannot be a court higher then the highest court within an individual country.
