v3 - And the one who sat there had the appearance of jasper and carnelian - There is no description of the one who sat on the throne. Paul reminds us that God 'lives in unapproachable light, whom no one has seen or can see' (1 Tim 6:16) therefore the description in terms of precious jewels and rainbows is an apt one. The appearance of Jasper which is the glory of God, as in the new Jerusalem which 'shone with the glory of God, .... like Jasper', 21:11.

v3 - A rainbow, resembling an emerald, encircled the throne. - The rainbow is a reminder of God's covenant with Noah and man (Gen 9:11), this shows his mercy. In Ezek 1:28 the rainbow shows the glory of the Lord. Ladd comments that 'The throne with its brilliance was surrounded by a rainbow which, instead of containing the colours of the prism, was emerald green'.

“And the one seated is, in appearance, like a jasper stone and a precious red-colored stone, and round about the throne there is a rainbow like an emerald in appearance.” (Revelation 4:3 )John perceives a serene, scintillating beauty like that of lustrous, gleaming gemstones. How appropriately this agrees with the disciple James’ description of Jehovah as “the Father of the celestial lights”! (James 1:17)

John sees around the throne a rainbow, colored emerald green. The Greek word here translated rainbow (ir′is) suggests a completely circular form. The rainbow is first mentioned in the Bible in connection with Noah’s day. After the waters of the Deluge subsided, Jehovah caused a rainbow to appear in the cloud, and he explained what it symbolized in these words: “My rainbow I do give in the cloud, and it must serve as a sign of the covenant between me and the earth. And I shall certainly remember my covenant which is between me and you and every living soul among all flesh; and no more will the waters become a deluge to bring all flesh to ruin.” (Genesis 9:13, 15) What, then, would the heavenly vision bring to John’s mind? The rainbow that he saw must have reminded him of the need for a peaceful relationship with Jehovah, such as the John class enjoys today. It would also impress him with the serenity and peace of Jehovah’s presence, a serenity that will extend to all obedient humans when Jehovah spreads his tent over mankind in the new earth society.—Psalm 119:165; Philippians 4:7; Revelation 21:1-4.

niv rev.4:3 And the one who sat there had the appearance of jasper and carnelian. A rainbow, resembling an emerald, encircled the throne.

kjv rev 4:3 And he that sat was to look upon like a jasper and a sardine stone: and there was a rainbow round about the throne, in sight like unto an emerald.

jasper. clear as crystal.--rev.21:11
sardius.carnelian-- blood red--rev21:20
emerald, light green--rev 21:19
The rainbow then encompassed the throne--ezek1:28
the complete circle rainbow could be the completed rainbow. Noah was given a sign the the Lord would not destroy the world again by water. We only see half of a rainbow on that day the rainbow will be complete
Hope this helped

John gives us his impression of the enthroned One in these words: “And the one seated is, in appearance, like a jasper stone and a precious red-colored stone, and round about the throne there is a rainbow like an emerald in appearance.” (Revelation 4:3) What incomparable magnificence! John perceives a serene, scintillating beauty like that of lustrous, gleaming gemstones. How appropriately this agrees with the disciple James’ description of Jehovah as “the Father of the celestial lights”! (James 1:17) Shortly after writing Revelation, John himself stated: “God is light and there is no darkness at all in union with him.” (1 John 1:5) What a superbly glorious Personage Jehovah really is!

Notice that John sees around the throne a rainbow, colored emerald green. The rainbow that he saw must have reminded him of the need for a peaceful relationship with Jehovah, such as the John class (anointed ones) enjoys today. It would also impress him with the serenity and peace of Jehovah’s presence, a serenity that will extend to all obedient humans when Jehovah spreads his tent over mankind in the new earth society.—Psalm 119:165; Philippians 4:7; Revelation 21:1-4.

The GLORY of God himself is likened to the dazzling beauty of gemstones.
When the apostle John beheld God’s heavenly throne, he said:
“The one seated is, in appearance, like a jasper stone and a precious red-colored stone, and round about the throne there is a rainbow like an emerald in appearance.”
Rainbows represent something peaceful.

Chapter 4-11: Christ opens the seals of the book in heaven

Literal: John now appears at the throne of God and sees four beasts and twenty-four elders around it. On the throne sits God who has a book with seven seals. John weeps when he learns that no one can open the seals to the book. One of the elders tells John that Christ is able to open the seals. Christ then opens the seals, resulting in many earth changes. The seventh seal unleashes seven angels who sound seven trumpets which are sounded one by one.

Interpretation:

John has a mental awakening when he attains the spiritual level of the superconscious mind, within the throne of his own body. The four beasts are his four lower spiritual center's animalistic desires and the twenty-four elders are the twenty-four nerves from his brain leading to his five senses. The superconscious mind, is now in full control of John's body. The body is symbolized as a book with seven seals which "no one has the ability to open on his own" (Rev. 5:3). Only through the development of the superconscious mind within a person, can these spiritual centers within the body be opened (i.e., spiritually activated).

As each spiritual center within the body is activated, different parts of the body are purified and upheavals of the body occur mentally, physically, and spiritually. The superconscious mind spiritually activates the seventh spiritual center (the Pituitary, the master gland of the body). As a result of this, it becomes "quiet in heaven for one half hour" (Rev. 8:1). This is symbolic of the perfect control of the mind for one half hour through meditation. jasper carnelian emerald. Since God dwells in "unapproachable light" and is one "whom no one has seen or can see" (2Ti 6:16), he is described in terms of the reflected brilliance of precious stones, an emerald rainbow around the throne(Eze 1:26-28) It is basically describing heaven.

Sure.

It's pretty much telling the glory of God, like, how amazing he looks when he is sitting at his throne. It might be about Jesus, but since they are the same person... It's describing his glory and holiness.
