If you find a hospital that will do it, keep that info to yourself. Their supply may outnumber their demand before long. :-)
Serious answer: recently, "safe haven laws" have been passed in many states. Basically, at any time, you can drop a baby off at a hospital, police department, or fire department, no questions asked. I don't think they take smart-alecky three-year-olds, though.

i think you can legally give up your child at any age, as long as you do it the proper way. i.e. taking the child to the hospital (infants) or contacting DSS about giving the child up for adoption. If you do the latter, the social worker will want to interview you and ask why to make sure you're in your right mind.

Seriously, watch Supernannny..I am extremely skeptical and old fashioned about child rearing but her techniques are old fashioned (my grandmother actually does the same things and did as a teacher too) and they work!
I even bought her book.
They really work, even with spoiled tres (threes) heheheheh

In some states you can turn infants in at the hospital. This is to deter infanticide.
