Well, if you think about it... how big would it have to be? What if the blimp was made the size of a small balloon, and you had many of them... it could be somewhat affective. This about it, if you made a few hundred and flew them at an altitude of less than 20k, you could potentialy have a larger weapon in smaller packages. Not only is it possible, but this idea was theorized many years ago.
As far as a full size one, no that would be pointless.

Not really, but a blimp would make an idea laser defense platform when lasers become practical. It can go really high in atmosphere, it can move (slowly, but faster than any ship), and with the proper weapons it can be quite effective. It'd be also a stationary surveillance platform like border control.

Not really, they're too slow, many countries experimented with uses of all kinds from bombers to flying aircraft carriers in WWII, but ultimately the lack of speed made any blimp borne weapons system a sitting duck.

a blimp could be a good attack weapons platform but it would need to sneak in to attack.
They are too slow and fairly easy to destroy .
