IBC is the best national brand. Don't sleep on local brands though. In the DC area there's the Old Dominion brewery. Not only do they make beer, but they make root beer too. Old Dominion root beer is what Randy Jackson would call "The Bomb."

For a true gourmet root beer, try Henry Weinhardt's. It's expensive, and somewhat hard to find, but it's an experience you won't soon forget. The company has a website if you're interested in finding it. Plus, it has a very interesting history behind it concerning prohibition in the '20's.

Barqs is my personal fave. I think Mug and A&W have a similar taste, I will still drink them, but they have a tad more Vanilla or something in them.. Barqs definitely has the most bite and doesn't taste watered down.
