Qui means "who."

But it may be part of the priest's whole name, see this website: http://www.bisbatlleida.org/prevr/a/abella.htm

Pbro. is the abbreviation of Presbítero or, in English, Priest.

With love in Christ.

Okay, Catholicism which uses a lot of Latin, and in Latin "Qui" translates to who, so it would be ______, who ____

I'm guessing that PBRO is an acronym for something along the lines of being baptism.

What country does the certificate come from, and what language is it in? (or the original record, if this is a copy) It could simply be the minister's full name.
