What they did was cut the flight feathers to shorten them so the bird can't get much flight. The wing is not affected other then that. Wing Cutting does not mean the wing is gone. The bird will moult (loose old feathers and grow in new) and the flight feathers will come back.

Birds get their wings clipped so they cant fly as well,they can be clipped to far and the bird will drop to the floor like a rock..you do not want that,you want the bird to be able to glide someplace but not fly up.I cut my birds feathers myself but if your not careful you can cut wrong and they can bleed to death so it is best to take them to a vet to get done and if you want to learn have the vet show you.The bird does not have to go through molt to get them back they grow back just like hair and the younger the bird the faster they grow back.

The clipped feathers will grow back when the bird molts, which is when he replaces all of his feathers. If the wing itself was cut off it would not grow back.

He had a wing clip, really just the feathers. And you do need to go to a vet regularly for wing clips (a lot of people trim the beaks regularly too).

He had his feathers clipped, not his wings.
Those feathers do grow back, and you can get them re-clipped at your local vet clinic.
