The ASME Boiler and Pressure Vessel Code only provides requirements applicable to the design, fabrication, inspection, testing, and certification of pressure vessels operating at either internal or external pressures EXCEEDING 15 psig.

Some low pressure vessel designed for pressures between +15 psig and -15 psig will be specified by the buyers or users to meet all the requirements of the code, but they will not be stamped.

There are other codes and standards that can be applied to the low pressure vessels that are designed for the low pressure range of +15 psig to - 15 psig that will result in less expense to the buyers, and these vessels are usually referred to as "tanks" and not pressure vessels.
