If a child is born in France, but her parents are U.S. citizens...?

Would the child have a choice as to her citizenship or have one or the other?

If the parents are residents of France, not just temporarily there they may become citizens at the age of Majority (18) until then they are citizens of the parents country. If born in France to foreign parents who have not established residency, citizenship can be requested if the child has lived in France for at least 5 years since age 11.
