This question is a good question.I'll tell you how I did it.
I realized I didn't know how to live right and was a sinner.I realized I was lost and needed to be found.I knew I was a victem of Satan and a slave to sin and I didn't want to be that anymore.I felt dirty and polluted with everything I had done and wanted to feel clean.
So I prayed and asked Jesus if he would save me from drowning like this and I told him I didn't want to sin anymore.I told him I don't want to be alone.I told him I love him and would he please love me too?
I was baptized with my husband shortly after that and then I was filled with the Holy Spirit.
Sometimes when we're drowning we have to stop struggling in order for someone to save us.No one will come to our rescue if we're struggling because they will drown too.
So if you want to be saved and find the Holy Spirit, relax and don't do anything.Just pray and talk to Jesus and he'l hear you and save you.

That varies from individual to individual. For me, it was 1971. I was alone in our house on the bay in Florida. It was stormy out and while I was alone with no one to influence me, I asked Jesus to fill me with His Spirit. Something happened, which one may call a coincidence. But surroundings is not evidence. I was sure I was filled with His Spirit because the first time in my life, the words of the Bible jumped out at me. It was personal. It was like all the previous year I had been reading the Bible, it was like reading someone else's mail. Now, all of a sudden, it was personal love letters specifically for me. There is no other way to describe it. This is probably why so many people without Jesus as Lord, just don't get it.

Note: Being filled with the Spirit does not necessarily happen the moment you accept Jesus as Lord and Savior. For me, it came a year later.

Ask God the Father for the Holy Spirit in faith believing that He will fill you with His Spirit and then wait. We ask and believe, He fills.

The Holy Spirit is nothing more, and certianly nothing LESS, than the Spirit of Christ Himself. He comes to dwell within your heart and mind when you make the decision to follow Him, as He promised.
At Pentecost, which is the Jewish celebration, fifty days after Passover, btw, which is why all those people from different areas who spoke different languages (or tongues) were there, the people gathered all heard the aposltes speaking in their own native tongues, the languages they had spoken from birth. This is what tongues really were, and occasionally, still are. The gibberish spoken in so many churches today bear no resemblance at all to Biblical tongues. Paul never said that he actually spoke in the tongues of angels, only that if he did, but he didn't have love, it would be useless to him or anyone he spoke with. Jesus' one commandment given to us in His Own right is that we love one another. He was so serious about this that He added that it is the one sign that will identify His followers in the world from the mishmash of people who loosely refer to themselves as "Christians".
Thank you, and may God bless you.

"Being filled with" means to be under the control of. The way to be filled is to be totally and completely yielded to Him.

We receive the Holy Spirit at salvation, but we do not always yield to Him at that moment. "...,Now if any man have not the Spirit of Christ, he is none of His". Romans 8:9

I'm not sure exactly what you mean. If you mean to be speaking in tongues etc., I don't know. It has never happened to me. If however you mean have the Holy Spirit come to dwell in you...it is simply. Believe, ask, receive.

By trusting God through Jesus Christ. You must be saved. That is what jesus was talking about in John 3:5
Jesus answered, "I tell you the truth, no one can enter the kingdom of God unless he is born of water and the Spirit.

in the book of acts on the day of pentecost they were all gathered in one place in one accord waiting on the promise of the lord when they were filled with the holyghost they all began to speak with other tongues. just ask God to fill you with the holy spirit and when he does you will speak with other tongues as the initial evidence that you have it. the bible says the promise is to you and those a far off as many as the lord our god shall call. so it is for everyone. no where in the bible does it say to accept the lord as your personal savior and you will have the holyghost.

I don't know, but it must be funny to see someone inebriated on Holy Spirits.
