It is fairly trite, but it's mostly referring to something good prevailing over something bad, or optimism over bad events. Sort of saying that bad things are happening, but the good far outweighs the bad. Or that the good 'defeats' the bad in some way.

Never. It's a trite sentiment. Sounds like something Scarlett said in "Gone With the Wind"..."I'm going back to Tara, where the sun shines so strongly..."
