Personnally, I think it depends on what his "specs" are?

If he has not passed pilot training then he can only fly kites.
The FAA (at least in the US) lists the "specs" required for a pilot.

(ok its a wise guy answer I spend way tooo much time around airplanes and computers :)

for fighters pilots ur sight should be 6/6 but for commercial u can have specs

In the United States to get a Commercial certificate your vision can be correctable via glasses or contacts with a distant acuity of 20/20 in each eye, and near vision of 20/40

To get a Private Pilot your vision can be correctable via glasses or contacts with to a distant acuity of 20/40 in each eye with or without corrective lenses and near vision of 20/40.

Plus you must have the ability to distinguish aviation red, aviation signal green and white with a normal field of vision
