One of my friends Dad's eyes have been shaking pretty bad. He also gets sick everytime he lies down and says it feels like the room is spinning. What's wrong with him?

What I mean by shaking eyes is that his pupils shake very rapidly back and forth from left to right.

I am not sure what you mean by "shaking eyes". It would help tremendously to have the real medical diagnosis.
I wonder if you are referring to nystagmus, involuntary eye movements but I am flying blind here since shaking eyes is not a medical term. You can read more about it here:

Nystagmus often indicates that there is a medical condition present so, if he has not seen a doctor, it is advisable that he do so asap. He needs to find out what is really going on with him and to be formally diagnosed. I am not a doctor and can't diagnose. I am only mentioning one possibility but that does not make it fact or reality.
