The National Electric Code refers to "600 volts nominal". What does this use of the word "nominal" mean?

The NEC does not define this use of the word nominal.

Nominal means average or you can think of it as the target to shoot for. On top of that there should be a tolerance expressed as a + or - number. The nominal plus the tolerance will give the absolute limits it needs to meet.
