A commercial vehicle always needs license plates. I think the question you were trying to ask is when does a vehicle need to have commercial plates: in which case it's when a vehicle is used predominantly for the transportation of goods (not household goods - like when you're moving), but consumer goods. Then a vehicle must be registered as a commercial vehicle.

The State of Connecticut has what is known as a "combination" license plate, which permits a person to be registered as both passenger & commercial -but it can only be actually defined while it's being used. Same thing in New Jersey, on the registrations it can say "Pass-Comm", in which case, it depends on how it's being used.
